This document, divided in two sections: 1) Announcement (to appear here<https://www.icann.org/news/announcements>) 2) Public Comment Proceeding Details (to be published under this page<https://www.icann.org/public-comments>), is submitted for your review in preparation for the release of the draft report for public comment.

Please submit any edits, comments on both sections by Wednesday 27 August, 23:59 UTC. If none are received, the attached version will be considered approved.
