Dear leaders of specific review teams,

The purpose of this note is to inform you that several Board members would like to schedule a call with you to continue the discussion on budgeting and prioritization of recommendations that was started during your call with the Board in June this year. We are working on several options to set up a call in October, prior to ICANN66 in Montreal and  will provide you with more details very shortly.

Background:  In June 2019, the ICANN Board started a conversation with you to share its thoughts on the need to enhance the effectiveness of specific review recommendations and their implementation. Without impacting the impartiality of review teams or limiting the scope of their Bylaws-mandated work, the conversation centered on the need for review teams to issue effective recommendations that are supported by fact-based findings, and also consider all relevant resources required for implementation when formulating recommendations.

Budgeting and Prioritization of Review Recommendations: Draft Proposal for Community Discussions: With your valuable insights and suggestions, the Board has progressed the initial ideas into a draft proposal for community consideration. Given your first-hand experience of and insight into the review process, the Board would appreciate an opportunity to engage with you further on this important topic. The Board will share the draft proposal with you ahead of the call.

The draft proposal marks the next step from that initial conversation, proposing overarching principles to guide the effective conduct of reviews and process steps that will help apply these principles. These apply specifically to the prioritization process and the multi-year budgeting process of implementation of review recommendations in the context of broader ICANN work and priorities. Acknowledging that effectiveness of specific review outcomes depends on all parts of ICANN’s multistakeholder model, the proposed principles are addressed to the review teams, ICANN community, ICANN Board, and ICANN org.

Preparation for ICANN66:  There will be a blog post, providing context to the proposal as well as the wider issue of streamlining ICANN’s reviews. This is in preparation for a public session on reviews, scheduled during ICANN66 in Montreal - Monday 4 November, 15:15 local time.   We hope that you will be able to participate in this session and share your views and experience with the wider community.
