[RDS-WHOIS2-RT] Board resolution re ToR

In its resolution <https://features.icann.org/appointment-board-designees-new-specific-reviews-registration-directory-service-rds-review-team> on 3 February 2017, the Board requested that the RDS Review Team develop and deliver to the Board its approved Terms of Reference and Work Plan by the 15th of May 2017, to ensure that the team's scope and timeline are consistent with the requirements of the ICANN Bylaws. 
 
The Board is aware that the review team was not officially formed until 2 June 2017, and as a result, additional time is needed for the review team to deliver the Terms of Reference and work plan.
 
The Board understands that the review team discussed a new proposed timeline with me during our face-to-face meeting in Brussels on 2-3 October 2017, and the Review Team is making steady progress toward its target to submit the documents by the end of November. or early December.  The Board looks forward to providing input as appropriate once approved Terms of Reference and Work Plan have been finalized and submitted.
