[RDS-WHOIS2-RT] Updated draft on Outreach

Dear Alan,

I think we need a slightly better wording in the text of recommendation. If
I am not mistaken, some gTLDs allow the registration of 3rd-level domains
in specially allocated 2nd-level domains, so this recommendation should
cover these cases too.
