[RDS-WHOIS2-RT] REPORT URGENT: Implementation paragraph for R3.1

Sorry, but I strongly disagree. The reference to 
GDPR is to control the timing of the 
implementation. We are addressing GDPR now. We 
have no idea when other applicable legislation 
may be addressed. If we make that replacement, we 
can almost guarantee that the recommendation as 
stated will never be implemented because it may 
be a long time before we understand how the more 
general case will be addressed.
