[RDS-WHOIS2-RT] Draft report - to be submitted for publication

Attached please find an updated 30 August draft of the RT's report, in
redline and clean versions.

As compared to the draft you received two days ago, this draft contains
non-substantive copy edits agreed during today's leadership call, and
updated versions of two appendices.

Watch also for a separate email from Alan regarding the resolution he
reached with Volker regarding the implementation timeline for R3.1.

The plan is to submit this draft report tomorrow for publication. Your will
likely see the report, along with the associated announcement and comment
form, publicly posted early next week.

Once again, thanks everyone for your hard work on this report, and for
making it possible to reach this challenging end-of-month deadline.
