QUESTION: What is the process and criteria used to determine the domain names to review with ARS are.

ANSWER: The latest ASR report, which is Phase 2: Cycle 6<file:///C:/Users/amy.creamer/Downloads/whois-ars-phase-2-report-cycle-6-15jun18_0.pdf>, documents the sampling process from pages 10 to 13.  I reviewed it and believe it answers the question entirely.  Because the report also includes many tables as part of the criteria demonstration, it would be more prudent to direct the Review Team to this report as the source data.
