[RDS-WHOIS2-RT] Tucows Prevails, for now

The only logical conclusion one can have (except for assuming utter 
incompetence) is that ICANN wanted this result and only undertook this 
effort in order to cover its behind against complaints from those who 
would without fail have complained had ICANN accepted the Tucows 
position unchallenged.
