Hi Alan,

For recommendation 2, I have suggestions below:

1. Although the target audience for outreach is categorized as consumer protection organizations and law enforcement only at the moment, actually there is a huge global community behind each category. To make an effective outreach really needs some innovative approaches.

2. It would be good to link this recommendation to the key findings and issues of Law Enforcement Needs subgroup and Consumer Trust subgroup, to identify the gaps and further needs. Outreach should have specific objectives, e.g. the objective for outreach activity to registrant is to promote registrant's right and responsibilities. For  consumer protection organizations and law enforcement, the outreach objectives should be outlined in this recommendation.
