[RDS-WHOIS2-RT] Subgroup 4 Compliance draft report

One comment regarding the second bullet on page 4:

The latest ARS report has just over 30%, not 40%. We should update this 
accordingly. Also "not required to adhere to the 2013 RAA" is not 
entirely correct as only certain aspects of it would not apply.

This comment also applies to bullet 3 on page 5. Also, "registered 
before 2013" is factually incorrect as grandfathered domains could be 
newly registered even this year as there is still one registrar under 
the 2009 RAA.

Page : I cannot support draft rec number two, as I detailed in an 
earlier email on this topic.

Draft Rec 3 makes no sense and should be rewritten.

Draft Re 7 notes my opposition, but not the reasons behind it.
