[RDS-WHOIS2-Safeguard] Draft Safeguard Data slides for Alan to expand

Alan,

The failure of ICANN to properly safeguard the private information of 
its customers is not part of "the GDPR frenzy". It it an underlying 
problem that existed and has been pointed out to ICANN for over a 
decade. GDPR has served to force the issue, but this is not a new 
problem. As our recommendations carry a certain weight, it would serve 
us and the community well if we made a point of recommending that in all 
requirements relating to handling of personal data, ICANN puts data 
privacy issue first, and all other concerns (except of course the 
technical security and stability of the DNS) second, so that 
registration data is properly safeguarded.
