Recommendations:

The first recommendation should be rephrased to also take into account 
the legal requirements and rights of data subjects. Suggested new language:

The ICANN Board should update the Charter of its BWG-RDS to include 
forward-looking planning, based on a regular assessment of the RDS' 
fitness to meet legal requirements and legitimate user needs as outlined 
in the Bylaws balanced against the legal rights of domain contacts in 
the privacy of their own data and legal obligations of contracted 
parties to protect these rights.
