Dear Carlton,

Many thanks for sharing this. Just a quick reaction on first read, on a more formal point: I'm wondering whether we actually need the two recommendations at the end. I had understood that recommendations to be included in the subgroup report are those that we want to make to the Board but I may be wrong. The subgroup recommendations here, on the other hand, seem to be addressed to the full RT if I am not mistaken.

If my understanding is correct in all the places where I'm unsure, then perhaps the rationale for the recommendations could be integrated into the analysis above and we have no recommendations for the single Whois policy but rather simply record our acceptance of full implementation (which was my understanding at the F2F).
