[register] Introduction and list instructions

Just so this gets into the archive:

This list is for vetting registrations of NAPTR records in the
'uri.arpa' zone which is maintained by the IANA in accordance with the
rules and policies laid out in RFC 3405 which is part of the DDDS series
of documents that starts with RFC 3401.
