On the other hand,  how is it verifiable that a given percentage of domains
are indeed "bad" as classified by an organization like Spamhaus?  What
procedures are in place for a Registrant or Registry to know and contest if
wrong such a classification? Is there a mechanism to process such
challenges? ( It is equally or more important to ensure that a "good"
Registrant's domain is wrongly listed as spam as much is it important to
ensure that the "bad" domains are identified. Users whose email addresses
are added to spam list are seldom aware that their messages are not going
through.
