As a hosting provider we have problems sending mail to some places on a regular basis and due to abuse of the DNS (and IP space etc.,) entire networks do get blocked by us and others.

But that’s not really an issue of universal acceptance - it’s more directly related to “abuse”, how it’s handled and that most networks are private so the operators will protect them
