Why? It costs money to manage a privacy service and deal with complaints, queries etc.,

Of course if I could charge you €20 / year for a .com registration I’d happily give you the privacy service for free ☺

Whois privacy should be the default. Not a chargeable extra.

If best practice privacy was generalised, I doubt that there would be such  interest in proxy services.
