[rssac-caucus] FOR REVIEW: DRAFT RSSAC002 Version 2

Hi all,

I probably missed the deadline, but I read the document and the only thing caught my attention was section 2.5 -> I would move the text from 4.5 (or add short note) about extended RCODEs to 2.5.
