[rssac-caucus] RSSAC response to the KSK rollover document -- continued call for feedback

RSSAC and the caucus are still working on a document for the board about
the proposed (new) KSK rollover plan, and its timeline to switch to signing
with the new KSK starting october 11th.

We'll be talking about this document on the agenda at the RSSAC Caucus
meeting this Sunday in Montreal.  For your review, here is the current
