[RSS GWG] Follow-up from teleconference #13

Dear all,I am fully agreed for recommendation of Kurt, furthermore there is some consideration about the relationship between PRS and SAPF. Moreover, during the IANA transition, beside the PTI, there is also the CSC and RZERC maybe can consider for that. Indeed our purpose which is to improve the accountability and transparency for the RSS, so we should consider more voice from the community, such as GAC\ALAC and so on.Geoff also mentioned a really good point that the community such as SSAC, it is maybe only suitable for the Liasion, so we should consider the community purpose as the advisory or support organization.
As listed by kurt our RSS GWG has 10 members and 3 liasions:

I’d be for an SAPF of a size toward the lower end of the range that Liman proposes: large enough to avoid some type of “group think” mentality and also provide diversity but small enough to have a conversation or discussion. As a group gets to a size of 20 and above, there are queues to speak and barriers to open communication. This type of SAPF would operate as a representative Council where each representative would consult as needed or desires by their stakeholder group.  


For representation, I recommend that we consider the composition of this team, that was assembled with some thought. Board liaisons would probably be in appropriate but otherwise, I think the composition of this team appropriately reflects the ecosystem we want to manage and facilitate:


IAB Representative (2)
RSO Representative(3)
SSAC Representative (1) 
ccTLD Registries Representative (2)
gTLD Registries Representative (2)
Liaison from the IANA
Liaison from Root Zone Maintainer


We might increase the RSO membership to ensure representation of diverse operating models.

As a reminder to the group, we did ask on the call for folks to answer two questions via email in advance of our next meeting:  how large should the SAPF be?  which groups must be represented for the SAPF to be able to make the policy decisions which will be under its remit?


I know that there were significant differences of opinion even in the short time we had last Thursday, and I am hopeful we can get some discussion going in advance of the next call.
