Geoff,

While I fully expect each GWG member to update their constituents and respect this, it is disappointing to hear the tone and see the disrespect given to the RSOs in your report to the IAB.  The RSOs have served the Internet in good faith all these decades, and are the same RSOs that initiated this entire process to develop a Root Server Governance Model, and still the same RSOs whose work required something outside of the normal ICANN process, in the spirit of transparency and collaboration, to get input from the stakeholders identified in RSSAC037. These same RSOs recognized that improved governance and increased accountability was required of them and have willingly opened  themselves to that endeavor.

With the above in mind I believe a more appropriate response could have been something along the lines of…  While the GWG process has slowed and potentially paused, we need to remind ourselves that this entire process is new to all the stakeholders and we continue to learn throughout.  It is important to keep in mind that the type and breadth of changes being proposed in a new Root Server System Governance Model introduce fundamental changes that require a high level of due diligence from the stakeholders.  These are dramatic changes from the status quo.  Without that level of due diligence we risk the security, stability and resilience of the RSS.  In the most recent response from the RSOs we have learned that they have never used a representative model and as a result of combining that new datapoint with the proposed model the GWG has been working on we might need to adjust our course to ensure we get to a consensus driven solution that best serves the global Internet.  The RSOs take their responsibility seriously and hence this level of care is being embraced.

I look forward to working together to find that solution.
