[RSS GWG] Summary of past discussions

Dear colleagues,

At the last meeting it was suggested that we should have summaries of the
past discussions, so that new members could come up to speed on those while
all of us digest the intersection between our goals and the success
criteria.

Carlos has put together a table with a precis of events, which I include as
an attachment.  Beyond that, though, was a question about what models had
been considered.  To bring that issue to the fore, I will note that there
were essentially three: an independent organization; an organization
modeled on other parts of the empowered community; and an organization that
acted as a subsidiary of ICANN (like the IETF LLC under ISOC or PTI under
ICANN).

The independent entity discussion never resulted in a draft proposal.  The
organization modeled on other parts of the empowered community is in the
notes as the Root Server System Supporting Organization (

The organization modeled as a subsidiary of ICANN was initially called
Public Root Services/PRS (

In June of 2020, the GWG agreed to develop the ideas in the PRS model, and
after the discussions noted in the table, it created a model for "NewOrg"
which many of you have already reviewed (

That document puts this forward as the core of the model developed:

The overall framework proposed here is modeled after the relationship
between Public Technical Identifiers (PTI) and ICANN. It proposes the
formation of an ICANN-affiliated corporation whose purpose is to coordinate
and oversee the entities providing resolution services for the root zone.
This proposed corporation, “Public Root Services” (PRS), will have its own
articles of incorporation, bylaws, board of directors, and budget.

The policies that guide the actions of PRS shall be developed by the
Strategy, Architecture, and Policy Council (SAPC), a community-based group
chartered by PRS that focuses on the ongoing development of the strategy
and architecture of the RSS.


The review of that has brought us to where we are, with the success
criteria as a new input document.


During the course of events, ICANN's legal and other staff provided
analyses of specific approaches, and they were expecting to do an
additional analysis describing the specific legal structures needed once
the documents had reached a stage where the desired relationships among the
different pieces had all been described. If there is a desire to have a
specific presentation from ICANN staff now, it would probably be good to
discuss what aspects should be covered, as the older presentations cover
ground that may no longer be interesting.
