[RSS GWG] Proposed resolution

Dear colleagues,

Here is a proposed resolution for next week's discussion.  The language is
derived from the current charter, and it follows the ICANN Board's advice
that it was within the GWG's remit to set its own working procedures.

Resolved, the Root Service System Governance Working Group will operate
henceforth solely on the basis of consensus.  For the purposes of RSS GWG
work and outcomes, consensus is defined as general agreement without any
formal objections.

I invite discussion on the list in advance of next week's meeting.
