[RSS GWG] Finances

Dear colleagues,
During the RSS GWG workshop in December 2022, the discussion of finances went in many directions, and it felt like there was confusion about what had already been said about what could and would be funded. Support staff helped me put all this in context in order to help streamline the discussions. The funding discussed goes into two categories:

  1.  funding the running of the eventual governance structure
  2.  funding RSO operations
If the ICANN Board approves a new governance structure in ICANN for the RSS, ICANN org will provide funding support for that structure, just like it funds other Supporting Organization and Advisory Committee activities. This will include staff support, funded travel to ICANN Public Meetings (if necessary), and so on. This funding will evolve over time as the governance structure starts participating in the larger ICANN ecosystem.
There is no funding today in the ICANN budget to fund the RSS as a whole at its current level of service. If one of the proposed outcomes of the RSS GWG is a recommendation that the ICANN community is responsible for funding the regular costs incurred for the delivery of the RSS service, or future enhancements to the RSS service, the ICANN Board would consider that recommendation along with community inputs on that recommendation.
