Registrants who are business entities or individuals who are collecting personal data are subject to registration as a data controller or data processor.</div><div><br></div><div>I feel we are missing the aspect of consumer harm if Whois data is not publicly available.</div><div><br></div><div>In the discussion paper, I feel it will also help to include a question about sensitive data.</div><div>Although Whois data certainly has personally identifiable information, it does not include any</div><div>sensitive data based on legal definitions that I have researched throughout international law.</div><div>This needs to be brought out in discussion about applicable laws.</div><div><br></div><div>-Lynn</div><div><br></div>

I am *very* sympathetic to privacy concerns. At the same time, we must consider consumer protection. Laws in this space are equally "applicable". <br>
