[RZERC] Call for consensus: RZERC operational procedures

All,

During yesterday's meeting we discussed the state of the draft RZERC procedures document.  The current draft is attached as a word document, a PDF with changes, and a PDF clean copy.  

To recap: We held a conference call on August 2nd to work out some final issues and differences. Following that call I made the most recent edits reflected in the "redline" PDF attached here and circulated them on the list on August 3rd.  I believe, at this point, everyone is reasonably happy with the draft and everyone's concerns have been addressed (or at least heard and acknowledged).  Since we were missing a few members on yesterday's call we decided to take a consensus decision to the list.

Therefore, please consider this a call for consensus on our procedures document.  If you have any objections please raise them on the list by August 31.
