Dear RZERC,

Following our discussion during the last meeting to get more feedback and agreement on the current procedures, I would like to share a Doodle poll with you to set up a call and make some progress with Jim, Peter and Duane on the procedures.

Please let us your confirmation by COB 28 July 2017. Thank you.

    Dear RZERC,

Attached is the latest draft of the procedures document (clean, redline, and source) for your review. Below I will describe the changes and what I see as the outstanding items where we do not yet have consensus.

I think it would be fantastic if we could have a final version to approve by our next meeting (August 21). To that end, I would particularly encourage Jim and Peter to take a look sooner rather than later, and if you find any text that you cannot live with then could the two of you please work together to provide us with some text that you both like?

    Changes and outstanding issues:

The introduction has a new paragraph based on a suggestion from Russ. During our July meeting there was discussion that this paragraph is perhaps not appropriate or necessary. I don't feel strongly one way or the other.

The Meetings section has been rearranged and simplified (shortened) based on a suggestion from Jim. Jim, I did this before you sent your proposed text on July 11. I think you'll be happy with my version (since it is even shorter).

Please see the redline changes to section 5.4 "Deliberation and Decision Making"

With respect to the statements/disclosures of interests I have moved all this into the main body of the document (no more appendix). I use the phrase "disclosure of interests" and "disclosure of interest statement" except when quoting the charter which uses "statements of interest"

I reviewed what some of the other ICANN groups have to say about SOI/DOI and found:

RSSAC uses SOI, primarily as a way for individuals to join the caucus. However, all RSSAC members provide an SOI as well, because everyone in RSSAC is also in the caucus. These are placed on the ICANN community wiki. RSSAC SOIs are about qualifications and willingness to do work, rather than material relationships.

SSAC uses "disclosure of interests [statement]" but is sometimes inconsistent. These are also called "bios" (biographies). The SSAC procedures document specifies the questions to be answered. Published on the SSAC site.

The GAC does not use statements/disclosures of interest as far as I can tell.

The ALAC does not use statements/disclosures of interest as far as I can tell.

The ASO procedures state that members must provide a letter of certification that they adhere to ICANN's conflict of interest policies.

CCNSO does not use statements/disclosures of interest as far as I can tell.

GNSO uses Statements of Interests. Their procedures are relatively verbose on this topic (chapter 5) and specify the questions to be answered. SOIs are posted to the community wiki.

From what I can tell, each group does things a little differently and there is no standard ICANN SOI/DOI format. Given all this, I'm very comfortable with what the draft RZERC procedures say about SOI/DOI. Please speak up if you are not.
