[RZERC] RZERC presentation Public Meeting

Again on the “Potential Topics” slide, it reads pretty “wishy-washy” to me.  One we might consider, one we’re not even sure if we’d consider or not, etc.

I’d much rather we gave examples of things we will clearly do and not do, so people have more definitive guidance.
