[social-media-wg] SoMe Outline going into ICANN62

Hi Harold,

I'm definitely encouraging sharing aning RALO level SoMe WGs. In point of
practice, multilingual communication, cultural SoMe preferences, and
locally important content will likely make only some best practices
transferable. The SoMe strategy is designed to be bottom up. The committee
(actual more of a leadership team)know is not a decision making body but a
point of contact for sharing and communication.

I'm asking all the RALOs to do some organizing work.
