Hi Alfredo,

Completely agree with you.

The idea of the competition using the most retweeted tweet as the winner 
is to get people to tweet quality content about the meeting rather than 
people trying to win the prize by flooding twitter with as many tweets 
as possible.

Also, by using a specific hashtag (as well as the #ICANN64 one), the 
winner will not just be the person with the most followers because 
anyone who is filtering/searching on a particular hashtag will also see 
the tweets even if they are not following the tweeter.

We ran such a competition during the North American School of Internet 
Governance and it worked really well.
