Hello Maureen,
I have not seen you answer the important questions raised Raymond..
I'd rather suggest that the regional Vice Chairs have internal democracy to
rotate leadership amongst themselves to forestall a region having edge over
others due to hosting rights.

The Tenure rotation SOP should determine by these set of leaders.

Congratulations to Shreepeed. Go to see an ICANN fellow taking up this
leadership task.
