I would say it depends ;-)
As a friend of efficient and goal-oriented meetings I totally agree with
you James, that a one day meeting will give us a very limited time to
work as a whole group through any issues. That's why we discussed this
issue in our last sub-group call and decided to plan a dedicated
subtopic workshop on ICANN SSR with a smaller group.
My personal view on this: Only with a clear goal, defined deliverables
and committed resources (from both sides) - a plenary meeting in
mid-November (my preference, directly after IETF 100 November 11-17,
2017 in Singapore) could (hopefully) help to really get progress on our
topics.
