[Ssr2-review] Final version of the TOR - clean and mark up

Dear all

Thank you for your participation in developing the Terms of Reference and
Workplan.

As agreed on yesterday's call, I have produced a clean and mark up version
4 (final) for your review.  I simply accepted all changes, introduced
Kerry's draft text and omitted the words 'and implications' as discussed
yesterday.  I also deleted all comments, and the appendix which had the
items proposed for deletion.

On yesterday's call, we said that these would be deemed approved within 24
hours of posting, unless anyone raises objections.

Assuming that we are able to move forward, we would ask Kaveh to present
the clean version to the Board in line with our open action item.
