[Ssr2-review] ICANN postponement of the DNSSEC key rollover

The postponement is important itself, but I’m noting it as a marker of
ICANN SSR performance.  It identified the potential problem in advance and
had a plan to address it. It also provides possible points of inquiry;
*e.g.*, specifics of the response plan.
