[Ssr2-review] Second Security, Stability, and Resiliency (SSR2) Review -- Next Steps

I am writing this email to my own capacity and experienced gained working
in SSR2 before the "pause". All input given in this email represent my own
capacity and should not be taken as the input from neither ALAC nor my
employer.

Dear Negar,

I am writing to acknowledge the receipt of your email titled "Second
Security, Stability, and Resiliency (SSR2) Review -- Next Steps".

I should also appreciate for the efforts made from various stakeholders
including SO/AC and our empowered community within ICANN. I have also
learned the unpausing the Second Security, Stability, and Resiliency (SSR2)
Review was not that much easy as most of the procedure to unpause specific
review are not included in ICANN Bylaws and other operating standards.

I should also welcome new team members to SSR2 Review and acknowledge the
active role played by our colleagues whom decided to leave the group due to
various reasons. It is real sorry for them and their experience will be
missed by this team.

It should also be emphasized that this team is guided by:

   1. ICANN Bylaws, Section 4.6 (c):
   https://www.icann.org/resources/pages/governance/bylaws-en/#article4
   2. Call for Volunteers that was published at:
   https://www.icann.org/news/announcement-3-2016-06-30-en

In view of all of the above, I am proposing the following inputs:

   1. If the unpause process is completed, the team receive an official
   unpausing communication.
   2. The first meeting and if possible two more additional online meeting
   would be a better option before the face to face meeting. This will give a
   room for members to agree on various issues related to SSR2.
   3. Face to Face meeting should not be taken as a reward to Review Team
   but rather an only option that sound to effective as members are not
   committed with their day to day activities compared to online meeting.
   4. For the Face to Face meeting, SSR2 RT should prepare and agree on the
   Objectives and Intended Impacts/outcomes of the meeting.
   5. ICANN Staff and Allocation of resources must be scheduled to make
   sure the intended objectives and meeting outcomes are achieved from the
   scheduled face to face meeting.
   6. ICANN Staff should not plan the objectives and intended outcome of
   the first face to face meeting as it is highlighted in the communication
   below.
   7. The selected facilitator should not influence the objectives and
   meeting outcome for the first face to face meeting.
   8. The facilitator must be selected/identified based on his/her strength
   to facilitate the achieving of the intended objectives and meeting outcome.
   9. The role of ICANN Staff, SO/AC and RT should clearly agreed.
   10. The communication procedure for each member to communicate to
   his/her constituent should also be agreed
   11. The communication procedure with ICANN Board should also be agreed.
   12. The role of observer should also clearly be stated and procedure to
   receive their inputs to strengthen SSR2 work.
   13. A 20 years experience in any matter, let it be SSR or working
   experience should not be taken a strong criteria for any RT Member not to
   respect the idea of any other RT member.
   14. To what extent does SSR2 Review is independent? A procedure should
   be agreed on how various constituents may be monitored to avoid influencing
   the team on what should be included in the final report and also ToR in
   comparison of resources allocated to the team.
   15. There are should be a procedure to deal with any agenda/matter
   requiring the legal binding for the RT.
   16. Members should agree on the methodology to be used in undertaking
   the SSR2 activities.
   17. ICANN Board should be able to acknowledge the efforts of SSR2 RT in
   any capacity.
   18. Empowered community should be the priority of the team.

It is my hope that all SSR2 RT and ICANN Community are committed to make
sure that the specific review contributes a critical role as stated in
ICANN Bylaws.
