So I'm comparing the 2 URLs below, and the only difference
I see is that the new doc doesn't include the background notes
used to inform the answer to the 4 questions.    Am I missing
something?

I think my assigned recs 23 and 24 need a dedicated hour of
discussion to start, I will send out the text of these two in
separate mail and ask anyone interested to donate a separate
hour, not to take away from our weekly call.
