[Ssr2-review] final call for feedback on restructuring SSR substream 3&4

before we declare consensus on this bit and move on.
if there are objections that are not resolved by email,
please join the call next week to air them, otherwise
we'll proceed with the plan below.  we're also interested
in volunteers to be on this subteam 3, as suggested below.
