[Ssr2-review] Actions needed - draft recommendations text

Dear Review Team:

I hope we can wrap this up on the call on Wednesday.  I updated the date for the ones where I am the penholder -- noting a date of August 14.  This has been pending for several weeks, and we need to wrap it up.  Except for the new compliance-related ones, please fine the few minutes needed to get these ready for presentation to the whole team on Wednesday.
