[Ssr2-review] Please provide recommendation text before the call on Thursday

Russ,

where are the strategic objectives listed as
referred to in the recommendations?  the most
recent report:
https://www.icann.org/en/system/files/files/revised-strategic-plan-2021-2025-draft-23may19-en.pdf
has strategic objectives that are not congruent
with how they are referenced in the doc. are we 
using a previous set of strategic objectives?

i think this reference to numbered strategic objectives
in the prose is extremely confusing and distracting.
if you want to tie recs to SOs, may i suggest doing
that in a separate table, and just have the recs be
as concise and coherent as possible?

otherwise, can someone please put a table of the SOs
inside the same document?
