[Ssr2-review] Link to draft SSR2 report

Thanks! It is an engaging task, and I am enjoying the work.

To be clear about this draft: I consider it a rough outline. It still needs serious attention from me with regards to citations and references, findings, and solid copyedit of the text. But, like you all, I couldn’t wrap my brain around all that is needed in the red-letter working doc; I needed something like this in order to see it all in context.
