To be more specific, I think we need to cite it in the compliance
section, and explain whether we think this is an example of what
we think should happen, or an example of why we are writing
recommendation X, and what's missing from this activity
that we think needs to happen.

and how would SSR3 (1) measure that it happened, and
(2) measure how effective it was.
