[Ssr2-review] SSAC 107 and SSAC 108

During the call today, KC asked the subteam to look at SSAC 107 and SSAC 108.   I have done so.

I suggest adding a sentence to the section on post quantum cryptography that acknowledges the comments sent by SSAC to NIST regarding key size and signature size.  See attached.

SSAC 108 does not cover algorithm change.  If fact, Section 3.2 says that will be the topic of a future report.  So I do not think there is anything to add here.
