[Ssr2-review] Suggestion on Today's Call

KC observed that the energy in the SSR2 RT is quite low.  She suggested that a deadline be set for the Subteams to complete their work, and that a failure to meet the deadline means that the recommendation does not have adequate support from the team to remain in the report.  Since about half of the team was not on the call, I want to raise this suggestion on the mail list.  The team leadership will discuss this suggestion on Monday, so please provide your thoughts on the mail list by Sunday.
