I have made a few editorial changes to the public comment responses.  In addition, I have added the responses to both tabs in the spreadsheet.  They are all grouped together on the second tab.

I have made a few very minor edits to the updates for Recommendation 27 in at attached Word document.  The changes are all in the findings, and I think they greater highlight the complexity of an algorithm transition.
