[Ssr2-review] Alternate outline proposal for final SSR2 report

Hola a todos!

Laurin and I took an action on the RT call last week to "work together to propose a revised outline” for the report. Before you click on the link, a few points:

1 - This is just a proposal; we have not touched the actual text of the report and will not until we’ve gone through the public comments.
2- This outline moves away from the concept of “Workstream."
3 - This outline takes Recommendation 1 (Finish SSR1 recommendations) and merges it into the section called "Key Stability Issues within ICANN.” All other SSR1-related recommendations were also explicitly placed in this section as guidance for what the C-Suite position should be responsible for.
4 - We have moved recommendations so that they (we hope) logically flow from one point to the next. This was perhaps most noticeable in the new “Abuse, Compliance, and Contracts” section.

I’ve copied the outline of the current report to the bottom of this doc, purely for comparison purposes.

Please feel free to comment on whether you think this is a good structure for the doc (after, of course, we consider the comments that are coming in). We will discuss the outline on the next plenary call.
