[Ssr2-review] Abuse Text

Dear all, 

The SLA recommendation only works in conjunction with the DAAR recommendation (that comes much later).

I have proposed changes that should help dealing with kc’s points here but I think further work is needed. Please review the text.

I think what we need for SLA are safe guards and I tried to add those with minor changes. KC, I think we might need more though.
