I don't think it's restricted to RALO, relevant section below:

can be applied to solve the needs of ICANN At-Large and other ICANN

However I think the solutions provided should put interest of end-user in
mind. Since this EOI is from NCUC, I expect interests are similar in this
context.

Actually, I am specifically biased to be inclined to anything FOSS based so
they are welcome ;-)
