[twochar_comments] from ski to bzh + theatre

Dear ICANN,

This is to advise you that Spain does not oppose to the use of  the "es" label under the TLDs posted for comments on https://www.icann.org/resources/two-character-labels on the 8th September and which encompass TLDs from "ski" to "bzh". However, Spain objects to the use of the "es" label under "bio" since this is a string falling under category 1 of GAC advice relating to new gTLDs and whose use is subject to certain requirements according to Regulation (EC) 834/2007 of the Council, of 28th June 2007 on organic production and labelling of organic products (article 23). We would rather make sure that the registrant of "es.bio" undertakes to use the name for purposes related to organic food or forage produced or sold in Spain and makes a commitment to abide by applicable regulations instead of letting it free to be registered (or auctioned) by anyone on a "first come, first served" basis.

Likewise, we would like to restrain the use of "es.theatre" so that only entities aiming to offer information or services in relation to plays in Spain or written by Spanish authors can register them and if applicable, they respect intellectual property rights on them. "Theatre" is a category 1 string.
