I don't know the basis of the "official abbreviaton" phrase in Mark's
letter.

In your timezone info for Africa, you have "invented" SAT for South
African Time. Please will you change this to the official abbreviation
of SAST for South African Standard Time. Countries outside South
africa use the CAT, EAT, WAT etc names.
