Proposed fixes for Cuba, Cyprus, and Cheriton Shuttle Terminal

   I tried and failed to reproduce the proglem reported by Andreas
   Jaeger; if anyone has insights please pass them on to both the time
   zone list and Andreas (who's not on the list).

I suspect that the problem occurs when you try to run `zic asia'
separately, without compiling the other files.  This should cause the
Asia/Nicosia Zone line to have a dangling reference to the EU rules.

A proposed patch is enclosed below.  It also has the following changes:

* Fix the rules for Cuba, which are incorrect for this week's timestamps,
  as you reported today.
* Add commentary about Concession Time in Cheriton Shuttle Terminal.
* Fix minor commentary typos introduced by my previous set of changes.
